The Office of Planning & Infrastructure administers and enforces land use and related regulatory ordinances in the unincorporated areas of Putnam County. Presently, these ordinances include: subdivision regulations, building permits (which include flood plain regulation), salvage yard permits, and zoning in portions of the unincorporated areas of the county.  Staff also administers and enforces the Dilapidated and Abandoned Enforcement Ordinance which authorizes the County Commission to force the clean-up and/or demolition of dilapidated structures in the unincorporated areas of the county.

The Zoning Ordinance for the Zoned Unincorporated Areas of Putnam County regulates land use in portions of the unincorporated areas of the county.  The ordinance regulates growth in a designated planning district which generally includes the area serviced by Putnam PSD sewer in Teays Valley and along the proposed US35 corridor.
